Louisiana Health Insurance 101

Louisiana is considered home to more than four million individuals, who live in households that, on average, earn an annual income of $39,461.  When it comes to health insurance, most Louisianans access coverage through employer health insurance programs, but there are still 193,756 who purchase direct individual health plans from Louisiana health insurance providers. 

However, in reviewing the statistics, Louisianans, on average, pay more for employer based group health insurance policies than those who buy individual health insurance directly.  In fact, in 2004, residents who obtained group health insurance for individual coverage paid $748 monthly, while those on the individual market only paid $135.  Contrast family health insurance plans and the differences are even greater.  Employees paid $3,023 for employer health insurance, while family health insurance policies purchased on the individual market only cost $748.  Now that’s a difference! 

Putting the cost difference aside, not all employees can even access health insurance through their workplace.  Corporations in Louisiana only have a 50/50 chance of offering employees health plans, and companies that employ 50 or fewer workers only have a 33% likelihood of offering you small business health insurance.

Louisiana’s High Risk Pool

In Louisiana, those who are considered “high risk,” including individuals who have serious and pre-existing medical conditions, may have a difficult time obtaining individual health plans from the Louisiana health insurance providers.  Thankfully, these individuals can participate in the state’s high risk pool, where the government will help subsidized your health insurance costs.  The 1,078 Louisianans who are part of the program are responsible for paying $375 to $742 each month for health insurance, with the government subsidizing any costs above and beyond this value.

Louisiana’s Uninsured

Louisiana SCHIP

Louisiana, utilizing the federal SCHIP funds, decided to expand Medicaid to help 250,000 children obtain health insurance, calling the program LaCHIP.  Currently, 107,000 children are part of LaCHIP, clearly leaving room for more children who qualify but have not applied for the benefits. 

If your child lives in a household whose income falls between 100% and 200% of the federal poverty rate, then he or she could obtain health insurance through Lousiana’s LaCHIP.

Medicaid in Louisiana

While Medicaid in Louisiana helps provide children from low income households with health insurance, it also provides assistance to pregnant women, disabled individuals, the elderly and nursing home residents that fall below the following income guidelines:

      o    Infants Ages 0-1:  $35,200 or 200% of the Federal Poverty Level
      o    Children Ages 1-5:  $35,200 or 200% of the Federal Poverty Level
      o    Children Ages 6-19:  $35,200 or 200% of the Federal Poverty Level
•    Parents
      o    Non-Working:  $2,088 or 12% of the Federal Poverty Level
      o    Working:  $4,572 or 26% of the Federal Poverty Level
•    Pregnant Women
      o    $35,200 or 200% of the Federal Poverty Level
