Kansas’ High Risk Pool

In Kansas, 1,718 residents participate in the state’s “high risk pool.”  This pool was created by the Kansas legislature specifically to help those who were denied individual health insurance because of their pre-existing and serious medical conditions. 

As a member of the Kansas high risk pool, you will be responsible for monthly costs between $230 and $878, with the extraneous costs subsidized by the Kansas government.

Kansas SCHIP

Health Wave is Kansas’ SCHIP program, which is funded by both the state and federal governments.  Operated by the Department of Social and Rehabilitation Services, Center for Medical Services, and the KHPA, clearly Health Wave is a statewide effort to give uninsured children access to healthcare. 

The major consideration for qualification is income, as the program is meant to help children from low income households.  To qualify, the total household income must fall between 100% and 200% of the federal poverty levels each month, and this number fluctuates depending upon how many members are in the household.  For example, in 2008, a child from a family of four would have qualified for Health Wave if the household income fell between $1,767 and $3,534 each month.

Medicaid in Kansas

Kansas’ Medicaid program is an effort exhausted by both state and federal departments to offer health insurance to low income households, children, disabled individuals, pregnant women, the elderly and nursing home residents.  To qualify, Kansas residents must also fall below certain income guidelines:

•    Children
      o    Infants Ages 0-1:  $26,400 or 150% of the Federal Poverty Level
      o    Children Ages 1-5:  $23,408 or 133% of the Federal Poverty Level
      o    Children Ages 6-19:  $17,600 or 100% of the Federal Poverty Level
•    Parents
      o    Non-Working:  $4,836 or 27% of the Federal Poverty Level
      o    Working:  $5,916 or 34% of the Federal Poverty Level
•    Pregnant Women
      o    $26,400 or 150% of the Federal Poverty Level
